He is a Certificated Manager and Life Member and of the International City/County Management Association (ICMA), and a Life Member of the American Planning Association (APA). He has served in elected and appointed positions in local governments in New York, Connecticut, California, Colorado, and Arizona. In 2000 he was appointed to the EPA Local Government Advisory Committee, and subsequently the National Drinking Water Advisory Council. Carl lives in Tulsa, Oklahoma, with his wife Marilyn.
