Francis E. McIntire, Jr. (Frank) is a graduate (Bachelor of Science), U.S. Air Force Academy, Vanderbilt University (Master of Science) a management consultant, a U.S. Air Force fighter pilot and instructor, and an Assistant Professor of Behavioral Sciences and Leadership at the U.S. Air Force Academy. He led the Air Force F-111 "Aardvark" operations in Europe and for NATO, as Chief of Operations, Quality Assurance, and the Functional Check Flight branch at Royal Air Force Upper Heyford in the United Kingdom. Frank served as Chief Operations Officer (COO) for the 77th Tactical Fighter Squadron ("the Gamblers") and as Aircraft Commander for the 79th (a NATO "Tiger" Squadron). As Deputy Commander and COO for Air Force Quality Assurance, Frank directed the efforts of the 80-person global consulting agency for organizational development and business transformation worldwide. Frank supported the Psychology in the Department of Defense Symposium (see Proceedings) and led the Battle of Britain Air Show. Frank earned his Master of Science in Human Development Counseling at Vanderbilt University. As Manager with KPMG Peat Marwick LLP, he led the business process reengineering, organizational development, and business transformation efforts for DoD and commercial clients. In 2000, Frank launched a service disabled veteran-owned small business. Clients include KPMG and Oracle Corp., the Department of Defense, the Department of Veterans Affairs, the Department of Health and Human Services, the U.S. Intelligence Community, and Alaska Native Corporations (Arctic Slope Regional Corporation and Chenega Corporation) providing secure network communications and cybersecurity for accounts worldwide. Frank's leadership in IT systems security and cybersecurity include: DoD and Intelligence Community system upgrades and implementations for network, storage, and database; and to support imagery deployment and exploitation for U.S. and coalition forces worldwide. These include DoD branches, Defense Intelligence Agency (DIA), Defense Information Systems Agency (DISA), conformance with DISA Security Technical Information Guides (STIGs), Department of State, and the broad U.S. Intelligence Community. McIntire leads the way for development and delivery of Artificial Intelligence Quick Hits, AI BOS Academy curriculum for government agencies and companies large and small. His portfolio includes current, new, and innovative AI, Machine Learning, Data Science curriculum, and vast experience with government, military, and commercial lessons-learned and best practices and more than forty titles on Amazon and Kindle. Frank's volunteer work includes coaching Alaska Native, Native American, and Civil Air Patrol cadets who seek nominations and appointments to the five US Service Academies (West Point, Air Force, Annapolis, Kings Point, and the Coast Guard Academy).
