I seek the best ways, without appeal to simplistic labels, that government, private businesses, charities, you and I can help every person achieve maximum potential. I am a cofounder of the Urban-Brookings Tax Policy Center, the Urban Institute's Center on Nonprofits and Philanthropy and its Retirement Project, and ACT for Alexandria, a community foundation. I also served as deputy assistant secretary of the US Department of the Treasury for Tax Analysis, president of the National Tax Association, and Economic Coordinator and original organizer of the Treasury study that led to the Tax Reform Act of 1986.The author, coauthor or coeditor of 19 books, and approximately 1,500 articles and columns, I received the first Bruce Davie–Albert Davis Public Service Award from the National Tax Association in 2005 and the TIAA-CREF Paul Samuelson award for the book, Dead Men Ruling. I also write a regular column on The Government We Deserve on Substack.
