Michael Keen is Deputy Director of the Fiscal Affairs Department of the International Monetary Fund, where he was previously head of the Tax Policy Division. He is Honorary President of the International Institute of Public Finance (IIPF), and has been awarded both the Daniel M. Holland medal of the National Tax Association, for distinguished lifetime contributions to the study and practice of public finance, and the CESifo-IIPF Musgrave prize. Before joining the IMF, he was Professor of Economics at the University of Essex, and has been visiting professor at Kyoto University and Queens University Canada. He is co-author of books on Taxing Profit in a Global Economy, The Modern VAT and Sweden’s Welfare State, and co-editor of books on Digital Revolutions in Public Finance, The Taxation of Petroleum and Minerals, and Changing Customs. His latest book is Rebellion, Rascals, and Revenue: Tax Follies and Wisdom through the Ages, co-authored with Joel Slemrod, appears in spring 2021.
