Carlos Moreno is an internationally renowned researcher. Born in Colombia in 1959 and based in France since 1979, he is today Associate Professor at the Paris Sorbonne Business School, Panthéon Sorbonne University where he is the scientific director of the "Entrepreneurship - Territory - Innovation" chair.
Carlos Moreno's contributions are internationally recognised for their originality and have been incorporated into numerous projects on local governance and urban transformation in France and worldwide. He is an advisor to national and international personalities. His concept of the "15-Minute City / 30-Minute Territory", born in Paris, has gone around the world as a new urban and territorial approach with chrono-urbanism, chronotopia and topophilia.
His work aims to promote the transformation of our lifestyle and urban spaces, and to offer solutions to the major challenges facing cities, metropolises and territories in the 21st century.
In June 2022, he launched the Global Observatory on Sustainable Proximities at the World Urban Forum WUF11 with UN-Habitat, C40 Cities, United Cities and Local Governments (UCLG) and other partners.
In October 2022 he received the "Scroll of Honour" from UN-Habitat for the global development of his 15-minute city concept.
In January 2023 he was appointed president of the scientific committee of the Italian Council of Architects, Urban Planners, Landscape Architects and Conservators.
Carlos Moreno was awarded the Order of the Legion of Honour in 2010 by the French Republic, as well as medals and prizes:

- Obel Award by the Henrik Frode Obel Foundation (Denmark, 2021)
- Leadership Award, Smart City Expo World Congress (Spain, 2021)
- European Congress of Local Governments Prize (Poland, 2022)

- International Mobility Award, Business for Sustainable Mobility (Madrid, 2022)
Carlos Moreno is considered one of the 20 most influential people in Europe on the Green Agenda and the 10th most influential contemporary urban planner in the world.
His books have been translated into English, Spanish, Italian, Portuguese, Romanian, Korean, German.

Pr Carlos Moreno has been appointed member of the American Academy of Housing and Communities and of SIGMA XI, the world's largest honorary network of scientists, created in 1986 at Cornell University in New York and counting 200 Nobel laureates among its members.
